I have the honour to submit the following for the
information of His Excellency the Governor in reply to the
statements and opinions recorded in the Despatch of His Excel-
lency the General Commanding in China and Hong Kong to the Secre-
tary of State for War.
A. Insufficiency of Medical Officers in the Colonial
Service for sanitary work.
In my annual report for 1897 I strongly urged the
appointment of three Assistant Medical Officers of Health for
sanitary duties afloat, with a view to the prevention of the
introduction of disease into this Colony by the shipping, but
my representations on this point, urged not only in that year,
but also in my Reports for 1896 and 1898, have met with no res-
ponse. I am, moreover, of the opinion that there is ample scope
as President,
